Symptoms

After upgrade to EBS 12.2.10 Environment

ACTUAL BEHAVIOR
---------------
GUEST password is changed using FNDCPASS, chnages are reflected in log file for the same but it's not getting updated in FND_USER table

EXPECTED BEHAVIOR
-----------------------
Changed GUEST password using FNDCPASS, same should get updated in FND_USER table

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. use fndcpass to change guest password
2.verify fnd_user table for changes

 EBS Environment upgrade from 12.1.3 to 12.2.10
