The Concurrent program "Validate Application Accounting Definitions" facing performance issue after upgrade from 12.1.3 to 12.2.9.

EXPECTED BEHAVIOR

The Concurrent Process for Validate Application Accounting Definitions after upgrade from 12.1.3 to 12.2.9 should not have performance issue.

STEPS

The issue can be reproduced at will with the following steps:
1. OPM Financials Responsibility
2. Submit Validate Application Accounting Definitions concurrent program
3. Verify the time taken for completion.
