NullPointerException When Creating A Requisition In iProcurement (Doc ID 2911312.1)

Symptoms

On : 12.2.9 version, Requisition Creation

When attempting to create a requisition in iProcurement, the following error
is shown: 


ERROR
oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
at oracle.apps.icx.por.req.server.RequisitionAMImpl.processUpdateLocation(RequisitionAMImpl.java:4252)
at oracle.apps.icx.por.req.webui.EditSubmitCO.processFormRequest(EditSubmitCO.java:752)


STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Add item to cart
3. Attempt to go ahead and create a requisition
4. Error message is shown

Changes

This issue started occurring after the application of the following patches:

Patch 33778461:R12.ICX.D - FWDPORT:20924541:ITEM_SOURCE_ID VALUE IN REQ LINE IS MISSING FOR ENDECA PUNCHOUT
Patch 34105395:R12.ICX.D - This patch fixes the issue of approvers not able to view requisition details from the requisition approval notification
