Inter-Organization Transfer Receipt Using MSCA Is Failing With Error:'0 is the maximum quantity' (Doc ID 2913747.1)

Using MSCA, when the user tries to receive the same lot quantity in the 'Next item' page, the inter organization transfer receipt fails with the below error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to Inventory > Transactions > Inter-organization Transfer
    Click Transaction Lines > Import data with quantity xx

2. Login to MSCA and go to Inbound > Receive > Int Ship
    Receive items with quantity xx : click Next Item > The reported error is seen

3. Click on the back button and try to go back to previous screen, the system does not allow to proceed.
