Symptoms

Timecards which are in approved status are either not getting transferred to Project Accounting or ending up in the wrong Operating Unit
The timecards are ending with error "The OTLR error is: ORG_ID MISMATCH" in the HXC_TRANSACTIONS table of the OTL Analyzer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a timecard with Self-Service Responsibility
2. Run Transfer Time from OTL to BEE
3. Run Validate for BEE
4. Run Transfer to BEE
5. Run transfer to Project Accounting
6. Run PRC Transaction Import with source= Time Management
7. Timecard occasionally ends up in wrong Operating Unit or not transferred at all.
