Symptoms

ACTUAL BEHAVIOR
---------------
System is not calculating the tax on the new tax rate code created

EXPECTED BEHAVIOR
-----------------------
Tax should be calculated on the invoice with the new tax rate code created.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the Payables Manager
2. Invoices -> Entry -> Invoices
3. Create an invoice and click on calculate tax button on the invoice
