ERROR: "Pick drop failed" When Moving Consolidated LPN (Doc ID 2915850.1)

Symptoms

After applying patch 30864744, when user is trying to move a consolidated LPN, the following error occurs in the application staging move form:

Error

Pick drop failed
Transaction failed to transfer reservation
Record with this combination already exists

Steps

The issue can be reproduced at will with the following steps:
1. WMS responsibility
2. Packing - consolidate
3. Outbound move - Staging move
