DFF At Checked As Required At Context Level But Its Allowing To Process (Doc ID 2916218.1)

Symptoms

On : 12.1.3 version, Shipping Transactions form

ACTUAL BEHAVIOR
---------------
 DFF at "checked as required" at context level but its allowing to process without entering any value.

Customer has upgraded from R12.1.3 to R12.2.10,
There is DFF in Shipping execution = Additional Delivery Information
This DFF is context sensitive to OU & kept as mandatory value for that OU.
However the user are able to complete the shipping & close the line with entering any value to DFF, which system should not allow for the particular OU.

 

EXPECTED BEHAVIOR
-----------------------
That the DFF would prevent from moving order forward unless value is entered

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. System administrator
2. Application>Flexfield>Descriptive,query for:
Application: Shipping Execution
Title: Additional Delivery Information
3.Setup the segments for OUs

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot prevent records from processing
