Marketing Event Registration Is Requiring Dates In 12.2 But Not Required In 12.1.3 (Doc ID 2917091.1)

Symptoms

Actual Behavior
While registering participants for a marketing event, it's mandatory to fill in the event registration dates in R12.2. This was not required for 12.1.3.
Also the code in the package AMS_EVTREGS_PVT validates the registration dates for the event against the system date, which was not the case previously.

Our requirement is that registration dates not be validated while registering customers for an event.


Steps
The issue can be reproduced at will with the following steps:
1. Oracle Marketing responsibility, create Event and make active
2. Try to register a customer.
3. Encounter message that says registration dates are invalid.
