Symptoms

Cannot create plan types for project templates/projects in a new operating unit.

Steps:

Using a Projects responsibility.

1. Navigate to: Projects Delivery >> Search Project
Open a project template or a project

2. Go to Financial >> Budgets and Forecasts page

3. There is no option to add a budget plan type to the project template/project.
The "Add Plan Type", "Create Plan Version" and "Delete" buttons / options are not available.

The below 2 functions are already included in the menu associated with the responsibility:
  Financials: Project: Maintain Plan Types (PA_FP_MAINTAIN_PLAN_TYPES)
  Define Financial Plan Types (PA_FIN_PLAN_TYPE_DEFINITION)

Changes

 Created a new operating unit.
