When Creating a Batch the Duration of the Batch and Batch Steps Are Calculated Incorrectly

Symptoms
Since upgrading from 12.1.3 to 12.2.10, the duration of batches and batch steps is being calculated incorrectly.
For example, one batch has usage of 57 hours for all of the resources, yet the duration of the step and batch is being calculated as only 9 hours, 5 minutes, and 39 seconds.
Another batch has usage of 3 hours for each resource, but the duration was calculated as 3 hours, 26 minutes, and 54 seconds.
EXPECTED BEHAVIOR

Expect the duration to be based on the resource usage.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Production Supervisor > Batch Details > New Batch
2. Create a batch using a recipe that has a routing
3. Check the planned start and completion dates/times on the Batch Details screen
