Symptoms
When attempting to run payroll, the list of values for Payroll parameter is empty.

No entries found for the List of Values.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: HRMS Manager
2. Go to View > Requests > Submit New Request
3. Submit 'Payroll Run'.
4. Payroll parameter list of values does not show any values
