Error - "The required setup for Product and Services to work is not complete" While Adding "Product And Service" In Prospective Supplier Registration Pages (Doc ID 2921028.1)

When attempting to register supplier through Prospective Supplier Registration, the following error occurs.

ERROR
"The required setup for Product and Services to work is not complete. Please contact your system administrator"

STEPS TO REPLICATE
The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using a Supplier Profile Administrator responsibility.
2. Click on the supplier registration.
3. Start the registration process.
4. Click the Product and Services option link.  The error will occur at this point.



A related issue can also occur when trying to add products and services from the Product Catalog page in iSupplier Portal Full Access responsibility.

1. Log in to Oracle Applications.
2. Navigate to iSupplier Portal Full Access responsibility > Administration tab > Product Catalog.
3. On the "Add Products and Services" page, there are no products and services displayed.  Perform a search for existing values and try to add.  The error occurs at this point.
