Error whilst trying to set up a new supplier address / site.

Error
Address and Site Creation - Unable to create address and sites because of the following error when trying to create the site

[AWT_GROUP_ID is invalid Payment Withholding Tax group or Withholding Tax group is inconsistent]. Either resolve this issue and try again or deselect the operating unit with the error and continue. Note: any new address requires at least one site in order to be created.

AWT = Automatic Withholding Tax

The issue can be reproduced at will with the following steps:
1. Suppliers > Entry > Address Book page
2. Create Address > Create Address: Confirm Details
3. Error occurs
