Getting JBO-30003 Error When Attempting to Open Administration Tab Under Oracle Configurator Administrator Responsibility (Doc ID 2921796.1)

Symptoms

When attempting to open Administration tab under Oracle Configurator Administrator responsibility, the following error occurs.

-- Error
JBO-30003: The application pool (usdenqiu158.arrow.comutyeb181522oracle.apps.cz.developer.admin.useraccess.server.UserAccessAM) failed to checkout an application module due to the following exception:
oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: oracle.jbo.NoDefException, msg=JBO-25002: Definition oracle.apps.cz.developer.admin.useraccess.server.UserAccessAM of type ApplicationModule not found

STEPS

The issue can be reproduced at will with the following steps:
1. Oracle Configurator Administrator responsibility.
2. Choose Configurator Developer from the menu.
3. Try to open Administration tab, see error.
