WebADI Data Journal Upload to General Ledger in Canadian French and Accented Characters Replaced By '?' (Doc ID 2922052.1)

Symptoms

After upgrade from 12.1.3 to 12.2.X French Canadian WebADI journal templates are uploaded with success, but when the data is viewed through the Journals Enter
form (also in French Canadian language) the characters with accents that were uploaded display now as '??' values.

STEPS TO REPRODUCE THE ISSUE

1) While using Oracle General Ledger (GL) in French Canadian language.
2) Navigate to Journals -> Launch Journal Wizard.
3) The journal template is created and populated... Example of entering the description of a journal line:  Example: TEST E (with a French accent above it).
4) The data is uploaded with success.
5) When viewed via the Journals Enter form in GL the data is not the same.
Description Example TEST E (with an accent above it) in Excel shows as TEST ?? in GL.
This is true for any character that has an accent value in the uploaded journal data.

Profile BNE: Enable OOXML is set to Yes.

Due to this issue the WebADI uploaded data is not correct and is hard to read.
