Actual Behavior

Budget user complete list is not displaying while searching for user in Trade Management.


Steps
The issue can be reproduced at will with the following steps:
1. Trade Management User Responsibility > Budget
2. Select Budget, add user access
3. User / Role not displaying all values.



Changes

 Upgraded to 12.2.9
