When Creating an Install Base Instance of a Rebuildable Item, the Item Condition Field is not Displayed (Doc ID 2922694.1)

ACTUAL BEHAVIOR
---------------
Find that when creating an install base instance, the Item Condition field is not displayed to choose a value. Therefore, the item instance gets created with the Condition as “Active”.
When querying the newly created item instance and selecting the “Update” pencil, the Item Condition field is not updateable.

EXPECTED BEHAVIOR

Expect the Item Condition field to be displayed when creating a new instance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Oracle Installed Base Agent User Responsibility, navigate to Item Instance.
2. Click on Create.
3. Choose an item of type Rebuildable item.
4. The Item Condition field is not displayed and the instance is created with condition as Active.
