Report Manager: Documents Marked for Archiving Show 'Items successfully marked for deletion' but They Are Not Deleted

Symptoms
After R12.1.3 to R12.2.x upgrade, while trying to archive Financial Statement Generator (FSG) reports in Report Manager, these reports are not archiving even though they are marked with this message as:
'Items successfully marked for archive. Items marked for archive are not visible to users and will be archived upon running the Repository Maintenance concurrent program. Any menu items associated with these items will be removed from their menus when Repository Maintenance is performed'
STEPS TO REPRODUCE:
- Report Manager responsibility > Repository Maintenance
- Select some FSG reports
- Decide to archive them and validate the confirmation message (as shown above)
- Repeat the same steps, the reports are still there, not archived
