STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: AU HRMS Manager
2. Navigate to View > Request > Submit New Request
3. Run payroll
4. Run Payroll Tax Report by Legal Employer (Australia) (XML)
5. Check the output
