The issue can be reproduced at will with the following steps:
1. Navigate to US HRMS Manager > Processes and Reports > Submit process Federal W-2 Magnetic Media.
2- The Federal W-2 Magnetic Report Concurrent Program runs for an excessive time then it fails with error.
