Receiving Value Report concurrent program completed with below error captured in log file when 'As of Date' parameter was entered with date earlier then today's date

MSG-00001: before report
MSG-00999: 130: User-Defined Exception
MSG-00999: POXRRCVV >X Wed Sep 28 16:39:54 2022
REP-1419: 'beforereport': PL/SQL program aborted.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-1419: MSG-00001: before report
MSG-00999: 130: User-Defined Exception
MSG-00999: POXRRCVV >X Wed Sep 28 16:39:54 2022
REP-1419: 'beforereport': PL/SQL program aborted.

Receiving Value Report concurrent program will completed without error if 'As of Date' parameter was entered with today's date.

STEPS

The issue can be reproduced at will with the following steps:
1. Purchasing responsibility
2. Navigation = Reports > Run
3. Submit 'Receiving Value Report' to run with 'As Of Date' parameter with date earlier than today's date
4. The concurrent program will be completed with above error.
