Message 'The Starter Declaration is missing for assignment NNNN' is missing from RTI-Full Payment Submission Process (FPS) 2022/23 when an employee has aggregated assignments and one assignment has the starter declaration enabled and the other one doesn't (Doc ID 2926236.1)

Symptoms

Problem Statement:

After submitting the 'RTI - Full Payment Submission Process (FPS) 2022/23' process, when checking the output, the message 'The Starter Declaration is missing for assignment NNNN' is missing for aggregated assignments when one assignment has the starter declaration enabled in Statutory Details form > New Starter (RTI) tab and the other assignment doesn't have the starter declaration enabled.
The error message regarding missing starter declaration should be reported for all aggregated assignments, when running the 'RTI - Full Payment Submission Process (FPS) 2022/23' process.

 

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to UK HRMS Responsibility.
2. Navigate to People > Enter and Maintain > search for one employee with 2 aggregated assignments.
3. Go to Assignment NNNN > Tax Information > New Starter (RTI) > New Starter Declaration field is enabled.
4. Go to Assignment NNNN-2 > Tax Information > New Starter (RTI) > New Starter Declaration field is empty.
5. Go to Assignment NNNN > Others > Run Quick Pay.
6. Go to Assignment NNNN-2 > Others > Run Quick Pay.
7. Navigate to View > Request > Submit a New Request > Run Prepayment to process both Quick Pays (from steps 5 and 6).
8. Navigate to View > Request > Submit a New Request > Run RTI - Full Payment Submission Process (FPS) 2022/23 for step 7 > completed successfully and the expected message related to missing starter declaration is not reported.
