Why are Bulk Tasks not included in the Drop By Location process?

Goal
On : 12.2.9 version, Pick Release Process
For WMS enabled organizations, "Mobile WMS Drop By Location" Function includes only LPNs from independent pick tasks. Why are LPNs from Bulk pick tasks are not included?
Steps to reproduce
--------------------------
1) Pick Release sales orders
2) After Pick release, Query the Pick Tasks in Warehouse Control Board
3) Pick Drop the LPNs: Navigation: Whse Mgmt -> Outbound -> Drop By Location
4) Observe the following:
Though both LPNs are loaded in Staging Locator, only
the LPN from Independant task is available to be dropped.The bulk task is
not available to be dropped using the function “Drop by Location”
