Symptoms

 Create Accounting program is not picking any Cashflows for processing in Cash Management.
 The program states that there are no eligible transactions for processing. 

(N) Cash Management > View Requests >

    Run the program:  Create Accounting 

The program completes with error.

Error: 95349 There are no eligible transactions to account.  Please update the parameters or submit the request at a later time when there are transactions requiring accounting.
