Symptoms
ACTUAL BEHAVIOR
---------------
Routing copy process copies a resource that is actually not existing OR assigned to the right department in the destination organization. This is not visible from Routings form.
However, you see that resource in the table. Only after you add the resource to the department, you will see the resource in the routings form in application.
Expect only resources assigned to a department will be copied. Both front-end and back-end table should show the same resources and alternate resources for the routing.
STEPS

The issue can be reproduced at will with the following steps:
1. Bills of material > Routings > Routings
2. Enter the assembly item
3. Navigate to Tools -> Copy Routing From
4. Select the Inventory Organization > Click ‘COPY’ > Save the changes.
5. Change Org (Destination) > Bills of material > Routings > Routings > Operations > Resources > Alternates - See only few resources
-- However, check back-end table bom_sub_operation_resources, see few additional records copied in the database. This is inconsistent.
