PAXPREPR: After 12.2.10 Upgrade: Project Cost Burden Schedules Screen Is Grayed Out and Missing List Of Values (LOV)

Symptoms
After upgrading from 11.5 to 12.2.10, in the Projects form under the Burden Multipliers >> Cost Burden Schedules option,
the "Burden Schedule" field has a defaulted value but it is grayed out and there is no list of values (LOV) to select from.
This happens for existing and newly created projects.
Reproducible Steps
=============
Using a Projects responsibility:
1. Navigate to Projects
2. Open an existing project
3. Go to Options >> Burden Multipliers >> Costing Burden Schedules
-The "Burden Schedule" field is defaulted in with value.
-This field is grayed out and there is no LOV to select from.
Changes
