Online Discussion Notifications Are Sent To All Team Members When Sending To A Single Supplier (Doc ID 2931693.1)

Symptoms

In Oracle Sourcing Negotiations, all RFQ internal team members are receiving notifications if any discussion
is opened with a single supplier even without checking the internal members check box. Issue is not
observed if buyer selects more than one supplier for the discussion.

STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to Sourcing Home Page > Open any RFQ
2. Select Action as Online Discussions and click on Go button
3. Click on New Message button
4. Write message and select only selected suppliers option for one supplier and click on Send button
5. Observe the notification goes to all the internal team members also which is incorrect
