Getting Error while creating Expense Report Templates -

APP-FND-01206: This Record Already Exists. You Entered a Duplicate Value or Sequence of Values that must be unique for every record.

Steps to reproduce the Issue:

1. Navigate to Payables Responsibility

2. Navigate to setup --> Invoices--> Expense Report Templates

3. Create a Template
