Users are trying to follow My Oracle Support <Note 1587584.1> How to Enable Enhanced Retropay for Non-Seeded Localizations; however, in Step 3, it is found that "International Payroll:Upgrade Retro Element" value is not available in the Program parameter's list of values (LOV) for the Generic Upgrade Mechanism concurrent process.

STEPS

The issue can be reproduced at will with the following steps:

In XX HRMS Manager responsibility or equivalent:
1. Navigate: Processes and Reports > Submit Processes and Reports > Single Request > select Generic Upgrade Mechanism
2. Open LOV for Program name and find "International Payroll:Upgrade Retro Element" is not in the list.
