ACTUAL BEHAVIOR
---------------
The spot buy function is only working when user is logged in to the US language. It does not work when user is logged in to the IS (Icelandic) language.
The requisition that is created when user is logged into IS does not get SPOT_BUY_FLAG = Y in table PO_REQUISITION_LINES_ALL. And therefore PO is not created automatically.
STEPS

The issue can be reproduced at will with the following steps:
iProcurement US
create non-catalog request
SPOT_BUY_FLAG = Y in table PO_REQUISITION_LINES_ALL
iProcurement Icelandic
create non-catalog request
SPOT_BUY_FLAG = N in table PO_REQUISITION_LINES_ALL
