Symptoms
User is trying to add task to an existing project through API PA_PROJECT_PUB.ADD_TASK however API is completing in below error.
ERROR

The procedure to create a task version failed, no task version was created.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to SQLPlus using APPS user login.
2. Execute script which has API PA_PROJECT_PUB.ADD_TASK
3. Review output of the script.
