Symptoms

Error received on the form when trying to baseline Cost Budget in the current period for a project:

GL Period for XXX-0000 is Closed.

XXX-0000 is a prior period and there is no change for that period.

Steps to reproduce:

Upload Budget using WebADI as described in document:2701681.1
From projects responsibility, navigate to Budgets.
Search for project, Budget type = Approved Cost Budget.
Make a change in budget for current period.
Press submit then baseline.
The error is received.
