Why does the Related Items window auto populate the first line but does not auto populate for the second line?

Service Items:

Shp123 > Shippable Item
Ret123 > Returnable Item 
Core123 > Core Item

Line 1.1
>>> When one enters the first order line, enter item (Shp)123 > Tab out > Qty 1 > Tab Out > Observe: Related Item Popup Window shows Related Item (Ret)123 > select related item > OK

Line 2.1
>>> Observe: Line 2.1 auto populated the Returnable Item (RED) (Ret123 > Tab Out > Qty 1 > Tab Out > Observe:Related Item Popup Window does not automatically Populate

Expectation is that the Related Item Popup Window should automatically popup.  But instead, one must manually select the 'Related Item Button' then the auto popup window shows related item (Core)123
