Some Organizations are not Included in the List of Values (LOV) for the Third Party Payee on the Personal Payment Method Form

Symptoms
On the Personal Payment Method form, it is found that one or more values are missing from the Payee list of values (LOV) for Payee Type 'Organization'. This is stopping the ability to process the garnishment.
STEPS

The issue can be reproduced at will with the following steps:
From US HRMS Manager responsibility or equivalent:
1. Navigate to assignment's Personal Payment Method form: People > Enter & Maintain > query for employee > Assignment > Others > Pay Method
2. Attempt to create new third party payment method, but Payee value is not in the LOV for Organization Payee Name field.
