STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Create a Mobile Field Service User and assign Mobile Field Service User responsibility to user XXXX.
3. Set the Profile Option "JTM: Mobile Applications Enabled" = YES for this responsibility.
4. Run the concurrent program "Manages Mobile Users"

The user is not created and see above error message in log
