R12: OIE: Why Message At Top Of Notification 'This expense report requires imaged receipts to be submitted for certain lines' When Attachments Exist? (Doc ID 2937590.1)

A receipt rule has been setup.

Expense report requires imaged receipts to be submitted for certain lines.

The below message is seen on the expense report approval notification though we have attached the receipts in the expense report.
'This expense report requires imaged receipts to be submitted for certain lines.'

This is causing confusion for the users while they approve the expense reports.
Please let us know why message is appearing in the notification even though expense report has attachments?

Steps to reproduce.
1. Setup an Audit Receipt rule.
Navigation: Internet Expenses Setup > Audit tab > Receipt sub tab > Receipt Rules
2. Assign the rule to an Operation Unit.
Navigation: Internet Expenses Setup > Audit tab > Receipt sub tab > Receipt Rule Assignment.
3. Create expense report with a receipt that matches receipt rule.
4. Submit receipt for approval.
5. Open approval page.
6. Top of page contains message ‘Expense report requires imaged receipts to be submitted for certain lines.’
