OFI : Mismatch in Tax Amount At Purchase Order (PO) Receipt and at Receipt Matched Accounts Payables (AP) Invoice having Foreign Currency

Actual Behavior
---------------
Mismatch in tax amount at po receipt and at receipt matched invoice having foreign currency.
Expected Behavior
-----------------
Tax amount at receipt level and at invoice level should get matched.
Steps To Reproduce
-----------------------
1. Navigate to Oracle Purchasing > Purchase Orders > Purchase Orders and create PO in foreign currency lets assume in USD currency with conversion rate 70.
2. Do not apply any taxes at PO level and Approve PO.
3. Navigate to Oracle Purchasing > Receiving > Receipts for entering PO receipt and apply taxes by provding tax category having tax rate of 20% (assume) and confirm tax.
4. Create standard Payables invoice by navigating to Oracle Payables > Invoice > Invoices and at invoice header level enter conversion rate as 80 (assume) and match the invoice with above created receipt.
5. Observe that taxable amount is coming wrong and so tax amount in India Tax details and at AP Invoice line level too.
