 When trying to open  existing Request for Quotations->RFQ all the Buyers are receiving this error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to Responsibility :Sourcing Superuser
2. As a Buyer navigate to Buyer Work Center->Negotiations
3. When a Buyer clicks on ANY number x (the Negotiation number)
4. Error
5. Reviewing the Fnd log can see:
Category Name (ToFedBizOppsSolicit) defined for attachment item (SubTabRegion.SupplierNegAttachments) with entity (PON_AUCTION_HEADERS_ALL) is invalid.
