ACA: IRS AIR Page Returns Error [TPE1101] when Uploading XML Manifest and Request Files

Symptoms
When trying to do the ACA Transmission File Upload on the IRS site, the follow error is thrown:
[TPE1101] Our system detected invalid or outdated XML namespaces in the Manifest file. Please review the XML standards outlined in Section 3 of Publication 5258, AIR Submission Composition and Reference Guide, located here, correct any issues on the Manifest file, and try again.
Steps to Replicate:
1. Navigate to US Super HRMS Manager > Processes and Reports > Submit > Single > Run Benefits ACA Archive Process to produce archive data for the GRE.
2. Run the Benefits ACA Transmission XML Generation Process to generate the files to upload to the IRS for the GRE.
3. Navigate to the IRS AIR System
4. Upload the manifest and request file to the IRS page
