After applying patch: 23239450:R12.AR.C for enabling the Revenue Management Tab in System Options, the form ARXSYSPA takes more than 5 minutes to open

1. Apply Patch 23239450:R12.AR.C
2. Navigate to a Receivables responsibility
3. Navigate to Setup -> System Options
