Symptoms

While reviewing rejected records in Transaction Review some records are encountering a form error.

FRM-40654: Record has been updated. Requery block to see change.

Running afchrchk.sql to remove leading or trailing and end-of-line characters does not correct the errors.

Steps to Reproduce
----------------------

  1. Log into a Projects Responsibility
  2. Run PRC: Transaction Import
  3. See transactions rejected in report output
  4. Navigate to Expenditures > Expenditure Inquiry > Transaction Import > Review Transactions
  5. Look up transactions with rejected status
  6. Attempt to correct record
  7. Encounter error once value is changed.
