Concurrent Program Message Purge is Generating an Additional Debug File Even When the Profile Option OM: Debug Level is Not Set

Symptoms
ACTUAL BEHAVIOR
Find that the concurrent program Message Purge is creating an additional debug file in the OM debug directory.
EXPECTED BEHAVIOR
Expects no debug files to be generated when profile option OM: Debug Level is null or set to zero.
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Message Purge
3. Enter parameters, click ok
4. Submit request
5. Find that the concurrent program Message Purge is creating an additional debug file in the OM debug directory.
WORKAROUND
Null out profile option WSH: Debug Log Directory
