IR56B Archive process run for the current financial year does not pick the employee. Instead, the employee is included in the archive process of next financial year going by the effective date of the payroll run.

Example:
Hire Date: 21-Mar-2022
Period: 12 2022 Calendar Month (01-Mar-2022 to 31-Mar-2022)
First payroll for the above period run with effective date 07-Apr-2022
Employee is not picked in IR56B Annual Employer's Return Archive run for Reporting Year = 2022

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Hong Kong HRMS Manager
2. Navigate to People > Enter and Maintain
3. Hire an employee in Mar-2022
4. Navigate to View > Requests > Submit New Request
5. Run payroll with effective date in Apr-2022
6. Run 'IR56B Annual Employer's Return Archive' for 2022
7. Check the behavior
