Symptoms
On : 12.2 version, Concurrent Manager Issues
Conflict Resolution Manager is down.
The actual process count is shown as 0
The Conflict Resolution Manager log file shows the following error.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to E-Business Suite.
2. Select System Administrator responsibility.
3. Navigate to Concurrent > Manager > Administer form.
4. The actual processes for Conflict Resolution Manager is shown as 0.
5. Verify the log file and see above mentioned errors.
