Projects Purge bringing all the projects available in system, not considering the "Purge-Through Date" parameter.

Reproducible steps:
-----------------------
Using Projects Super User responsibility
> go to Purge Project Data
> enter the purge conditions, as per business requirement
> Save
> click on "Validate" button
   -> will submit "ADM: Validate Purge Batches" concurrent request
