On ECC Full Load Intermittently Errors WIth "No node can satisfy the rules"

Symptoms
On a Cluster based ECC environment, Full load for Enterprise Asset Management Command Center Data Load fails intermittently when run as a Concurrent Program on E-Business suite. The same load runs without errors on ECC, A error is seen while registering the Collection eam-asset on a specific Node. The process completes with success when running incremental loads.
The issue can be reproduced with the following steps:
1. Run Concurrent Request -> Enterprise Asset Management Command Center Data Load
2. Provide parameters: EBS:FULL_LOAD:ALL::ERROR:
3. Job fails on 2 of the 6 spawned jobs :
a) EAM Data Load for dataset eam-asset-attrs (ECC Run Data Load)
b) EAM Data Load for dataset eam-asset (ECC Run Data Load
