Message "No Entries Found For List Of Values" In Oracle Forms From Secured Segment LOV Query When The Security Rule Is Newly Created Or Modified (Doc ID 2944625.1)

Symptoms

After creating a new security rule or modifying an existing rule, any Oracle Form used to query the value as part of the Key Accounting Flexfield segment
has the secured segment list of values (LOV) show that it contains no records.

The following message is displayed on the form instead of the expected values:

No entries found for List of Values


In viewing more details for this error the following error is displayed:

No entries found for List of Values

APP-FND-01436: List of Values cannot find any values for you to choose

Cause: The List of Values execution failed to find any values.

Cause: The SQL statement specified to fdlfch() failed to return any values.

Action: Check the message stack for any SQL statement failure messages. Check
to make sure your SQL statement works in SQL*Plus. (ROUTINE=fdlfch)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:  (This is a example as described from the General Ledger Journals Enter form, but can be seen in any Oracle Form)
1. Log into General Ledger
2. Journals > Enter
3. Enter header parameters and then attempt to enter account code combination.
4. Select the secured segment and attempt to query values from the list of values.
5. Error displays - No entries found for List of Values.

This issue is being seen under specific circumstances, recompile have been done and did not resolve the issue as listed below:
a) This issue is seen using Hierarchical security only, if Non-Hierarchical security is set in the value set, this issue will not be seen.
b) This issue is seen in all Oracle Forms, but is not seen in Framework pages, they will work correctly.
c) This issue is seen only in the list of values, if a non secured value is entered into the segment it can be used and will not error.
d) This issue seems to only be seen when new rules are created or old rules are modified, premigration rules work correctly.
e) This issue is seen in all value sets and not specific to one, it is not impacted by qualifiers that are assigned.
f) Compile Value Set Hierarchies has been run and did not resolve the issue.
g) Compile of the Key Flexfield has been run and did not resolve the issue.
h) The forms were recompiled and did not resolve the issue.

Changes

Migration to Exadata was the only noted change, though unknown if this was the root cause of this issue.
