ACTUAL BEHAVIOR

Not all Contacts showing on Instance page in 12.2.10

EXPECTED BEHAVIOR
-----------------------
All Contacts should be shown on Instance page in 12.2.10

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Install Based Agent User (R) -> Item Instance -> Item Instances.
2. Query for the instance, proceed to Associations (T).
3. Not all Contacts are being displayed as reported.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have all Contacts shown on Instance page.
