Shipping Debug Profiles Are Not Enabled but Debug Files Are Being Generated (Doc ID 2944787.1)

Symptoms

Debug files are being generated, even though profile option "WSH: Debug Enabled" is set to No,
when profile option WSH: Debug Log Directory is set to a value.

EXPECTED BEHAVIOR
Expects debug files to only be generated when profile option "WSH: Debug Enabled" is set to Yes.

STEPS
The issue can be reproduced at will with the following steps:
1. Monitor the directory assigned to the profile option WSH: Debug Log Directory
  when profile option WSH: Debug Log Directory is set to a value.
2. Find debug files are randomly generating.
